It’s hand drawn outlines that have been coloured in photoshop then composited in After Effects with backgrounds and effects. It’s all very well polished and has a soundtrack to boot.

This is a pretty cool animated piece by Kenichi Tanaka.
It’s made from an outsiders perspective by someone living in Japan. An interesting piece to be looking in on your own culture.
